When assigning different shipping rates to different categories there is a bug in the checkout

example

category "bricks" shipping rate = 10.99
category "feathers" shipping rate = 1.00

if customer adds bricks to cart then checkouts shipping is charged at 10.99

if customer add feathers to cart then checkouts shipping is charged at 1.00

if customer adds bricks and feathers to the same cart and then checks out the shipping is charged at 1.00!

how can it be set so that shipping applied should be 11.99 i.e. 10.99 for the bricks and 1.00 for the feathers?
