Hi,
i just created a second form. But i cannot re-order de fields in this form.
The arrows (up and down) are gray instead of green.
The arrows of the first form are green. But that is not the form i want to change.

How comes ?

ok, then the problem is that you can't order the fields when the 'order' is null.
Maybe we can put a default value when saving fields the first time though

That should do the trick , it think.
Which order is responsible for the ordering of the form items in the frontend ? is this field or values ?

well, field order gives the fields ordering, and values ordering gives the field 'options' ordering (e.g: radio, checkbox, select...)
